An English-language guide for Poland
Online Casino Gambling in Poland: What the Law Allows
In Poland, online casino games are a state monopoly. The Ministry of Finance lists a single state-owned company that may offer them, and using any other casino website is against the law for players as well as operators. This guide explains the rules in plain English.

The short answer: one legal online casino operator
Poland's Gambling Act reserves almost all online gambling to the state. Private companies can offer online sports betting with a permit, but they cannot offer casino games over the internet.
- Online slot games, card games such as poker and blackjack, roulette-type games and dice games may be offered online only under the state monopoly (Gambling Act, art. 5(1b)).
- The Ministry of Finance lists one company for online casino games: Totalizator Sportowy, a company owned by the State Treasury.
- No private company can get a licence for online casino games. Polish casino licences cover physical casinos only.
- Casino licences from Malta, Curaçao or any other country are not valid in Poland.
- Players who use unlicensed casino websites can be fined the full amount of their winnings and prosecuted for a fiscal offence.
Our guide to whether online casinos are legal in Poland explains the monopoly in detail, and our page on penalties for players sets out what can happen if you use an illegal website.
Gambling is for adults aged 18 and over. It can lead to addiction and financial harm. Taking part in illegal online gambling in Poland can lead to a fine equal to your winnings.

Why offshore casino websites are a risk
Many casino websites aimed at Polish players are run from abroad. Some have a licence from another country, use Polish-language pages or appear high in search results. None of this makes them legal in Poland. The Ministry of Finance warns that players on these websites risk refused withdrawals, blocked accounts, misuse of their personal data and problems with their bank, and have no guaranteed way to enforce their rights.
Internet providers must block websites listed on the Ministry's register within 48 hours, and payment providers must stop serving them within 30 days. Read more about offshore casino websites and foreign licences and Poland's register of blocked gambling websites.
